New Legislation Formally Bans Antipersonnel Mines in Somaliland
Somaliland passed a landmark legislation banning antipersonnel mines in January. It covers the main aspects of the Mine Ban Treaty, including sanctions for violations, and it establishes guidelines for implementation monitoring.
The Republic of Somaliland proclaimed independence from Somalia in 1991. However, Somaliland is not recognized by the international community as an independent state and thus is not in a position to adhere to the Mine Ban Treaty. Somaliland authorities have frequently expressed their commitment to a mine ban since 1997.
