Tenth Meeting of States Parties to the Mine Ban Treaty

Representatives of States Parties to the Mine Ban Treaty, some states not party, international organizations, UN agencies, the International Committee of the Red Cross and ICBL members gathered in Geneva, Switzerland, from 29 November - 3 December 2010 to assess challenges in the universalization and full implementation of the Mine Ban Treaty. The ICBL delegation included some 120 campaigners from 33 countries.

The Tenth Meeting of the States Parties to the Mine Ban Treaty (10MSP) took place one year after States Parties, international organizations, civil society and others took part in the Second Review Conference of the Mine Ban Treaty in Cartagena, Colombia. The Cartagena Summit on a Mine-Free World was a remarkable event that allowed to look back with satisfaction on progress made in addressing the landmine problem, and to celebrate the power of a treaty that has inspired so much dedicated effort year after year.

At the same time, the Cartagena Summit was a forward-looking event that clearly demonstrated the significant amount of work that remains to be done. States pledged through the Cartagena Declaration that they would stay committed in the coming years, and the Cartagena Action Plan provided a set of concrete steps for States Parties to take forward that commitment in all the key areas of the Mine Ban Treaty. The 10MSP was the first formal occasion to measure states' progress in putting the Cartagena Action Plan into place.

The ICBL asked...

States not party to:

  • Announce ratification of / accession to the treaty or significant steps toward joining
  • Pledge publicly to join the treaty within a specific timeframe
  • If unable to join soon, commit to undertake concrete actions to move closer to the treaty and to fulfill its objectives, and seek ways to join in the future

States Parties to provide:

  • Final completion date for the destruction of remaining stockpiles
  • Clear information on the identification and clearance of mined areas, especially in states that are requesting or have received extensions
  • An update on national victim assistance plans, including how landmine survivors are involved in designing, carrying out, and monitoring such work
  • Information on international cooperation and assistance needed or provided
  • Information on past and planned use of mines retained for training or development
  • Overdue transparency reports
  • Updates on development of national implementation measures.

We called on all states to Keep Up the Energy to get rid of landmines once and for all, and to ensure survivors can lead fulfilling lives.
