For the Nairobi Summit, the ICBL will work to encourage more governments to “Join the Convention!". It is our message to ALL States not Parties. See the list of holdouts.

We have good reasons to believe that the following states could join the Mine Ban Treaty by the “Nairobi Summit on a Mine-Free World”. They need to be pushed to do so now ! For more information on the situation in these countries, contact Sylvie Brigot at brigot@icbl.org

“SHOW YOUR SOLIDARITY WITH VICTIMS AND YOUR INTEREST IN THIS GLOBAL HUMANITARIAN PROBLEM !”

This is the message for States not Parties who are not likely to join now but who could show that they want to address the problem, internationally or nationally! One way to do so is to adopt interim measures including:

  • submitting a voluntary Article 7 (or transparency) report;
  • adopting a moratorium on production, export, use;
  • co-sponsoring the annual United Nations General Assembly resolution on the treaty (October 2004);
  • providing information about its anti-personnel mine stockpiles and starting plans for stockpile destruction;
  • drafting national legislation or other process needed for accession (by States not Parties) or ratification (by the remaining 9 signatories) of the Convention;
  • assisting landmine survivors and their families;
  • engaging in mine clearance and mine risk education where it is needed;
  • sharing information on victim assistance, mine clearance, mine risk education;
  • attending (as observers) Meetings of States Parties and the Intersessional Standing Committee meetings, as well as the first Review Conference in 2004.
