The ICBL would like to welcome the proposal by the 10MSP President to adjust the leadership structure of the Standing Committees. While the system of two co-chairs and two co-rapporteurs has served the treaty well in the past, it has been increasingly hard to find sufficient numbers of States Parties with the time to commit to the work expected from Coordinating Committee members given increasing demands on states to take similar roles in other conventions. The proposed new system will hopefully enable those states that truly have the time and interest to devote to promoting the goals of the treaty to serve, while emphasizing the same principles of diversity and continuity of leadership.

At the same time, this change should not signal any reduced need for overall leadership on the treaty. There are many ways in which States Parties can actively participate in, and demonstrate their support for, the work of the treaty, and we strongly urge all States Parties to do so.
