Article 4: Stockpile Destruction

Stockpile destruction is a key element of the Convention, and the most effective preventive mine action: destroyed mines will never claim any victims! During the 5MSP, ICBL stated that, “The seriousness with which states have treated the stockpile destruction deadline, and the willingness of other States Parties to encourage and facilitate compliance, is testament to the strength of the Mine Ban Treaty”.

For the Nairobi Summit ICBL will work to ensure:

  • all States Parties complete their stockpile destruction by their deadlines, and
  • early completion by as many States Parties as possible in the period before the Review Conference.

What can you do?

  • Encourage the government to announce its plan for destruction, if it hasn't done so yet or if it is a new State Party.
  • If destruction is ongoing, encourage the government to announce progress or needs, if any.
  • Ask if there is any problem that prevents the government from destroying its stock if the destruction is stopped or hasn't started yet.
  • Try to find out how they plan to solve them, and comply with this obligation of the Convention. Remind them that there is a 4 year deadline, with no extension possible.
  • Encourage the following States Parties that have indicated that they could complete destruction prior Nairobi to do so !
    • Bangladesh
    • Colombia
    • Guinea Bissau
    • Mauritania
    • Tanzania
    • Uruguay
  • Encourage the following States Parties to make commitments that they well complete destruction programmes following Nairobi but well in advance of their four-year deadlines:
    • Cyprus
    • Greece
    • Guyana
    • Turkey
