In this report, Human Rights Watch condemns the use of cluster bombs by NATO in its bombing campaign against the Federal Republic of Yugoslavia because of the high failure rate which essentially make these submunitions antipersonnel landmines- unable to distinguish between combatants and innocent civilians. Vol. 11, No. 6 May 1999.
