2nd anniversary of the cluster munitions bombing of Lebanon
On 13 August 2006 Israel bombed South Lebanon using cluster munitions and leaving behind around 4 million of unexploded duds. This event pushed the international community to launch a process to ban cluster munitions, which commenced in February 2007 and concluded in May 2008 with an adoption of a new international Convention on Cluster Munitions, which will be open to signature on 3 December 2008.More ICBL info: Kasia Derlicka (kasiaSPAMFLTER@SPATMFLTERicbl.org) . Sofia, Bulgaria. Sofia Regional Conference on the Convention on Cluster Munitions
The objective of this event is to allow for an in-depth discussion of the recently adopted Convention on Cluster Munitions, and the opportunities and challenges it presents to the region of Southeast Europe. The Convention is of particular importance for the region as parts of Southeast Europe are heavily affected by the use of cluster munitions in the recent years.

The seminar is aimed at legal experts, technical experts and diplomats dealing with the issue of cluster munitions from the countries participating in the Regional Cooperation Council.

The program of work will include three sessions:

- Session I – the Convention on Cluster Munitions as a new legal international norm – the obligations it creates and its relationship with other legal commitments countries might have;
- Session II – Humanitarian aspects – victim assistance, risk education, clearance of affected areas;
- Session III – Preventing Proliferation – stockpile destruction and management.

Kampala , Uganda. Kampala Regional Conference on the Convention on Cluster Munitions
The objective of this event is to allow an in-depth discussion of the recently adopted Convention on Cluster Munitions, and the opportunities and challenges it presents to Africa. The Convention is of particular importance to Africa as a region that knows the humanitarian devastating effects of cluster munitions and has suffered for decades from the uncontrolled proliferation of conventional weapons.

The seminar is aimed at political decision-makers, technical experts, and civil society actors dealing with the issue of cluster munitions in Africa.

worldwide , Global Week of Action against Cluster Bombs
Global Week of Action to Ban Cluster Bombs, 27 October – 2 November 2008
The Global Week of Action will run from Monday 27 October until Sunday 2 November 2008, approximately one month before the December signing ceremony. The overall purpose of the Week of Action (WOA) will be to raise public and media awareness of the upcoming signing ceremony in Oslo. It will be an opportunity for national campaigns to call on their governments to sign the treaty. The WOA will emphasize the need for all countries to sign the Convention in Oslo, Norway on 3 December 2008. All campaigners should develop their own messaging and actions appropriate to their local context, on one or more of the days within the WOA, drawing strength from the knowledge that action will take place in countries around the world during the same week so that the global CMC presents itself as united in its demands. Campaigners are encouraged to hold public events and photo opportunities that will engage the public and get media coverage. There will be 2 main actions for the WOA: 1) the People’s Treaty: campaigners should hold events and organise viral actions to encourage additional signatures and use the support of high profile individuals to champion the cause in their country and secure media coverage, as well as delivering national petitions to their governments in advance of the signing ceremony and 2) the disinvestment campaign: organising campaign actions calling on banks and major financial institutions to disinvest in cluster bomb manufacturers and governments to make investments illegal in national law, and by placing disinvestment campaign adverts in national newspapers and in public places. A toolkit and campaign briefing on the Global Day of Action will be disseminated electronically in August.

Oslo, Norway. Signature Ceremony of the Convention on Cluster Munitions
The Convention on Cluster Munitions adopted in Dublin on 30 May by 107 states will be open to signing on 3 December in Oslo. The Convention needs to be ratified by 30 countries to enter into force.
