ICBL LANDMINE MONITOR
Position Title: Project Manager

Supervises: Writers, Editors, Researchers and Interns
Contract Period: Annual and renewable
Salary: Negotiable plus Vacation Pay & Benefits Package

Landmine Monitor is an unprecedented initiative of the International Campaign to Ban Landmines (ICBL), the global coalition of non-governmental organizations working since 1992 to eliminate antipersonnel landmines. The ICBL was awarded the 1997 Nobel Peace Prize. The ICBL established the Landmine Monitor project in 1998 to monitor the implementation of and compliance with the 1997 Mine Ban Treaty and more generally to assess the international community's response to the humanitarian crisis caused by landmines. Landmine Monitor marks the first time in history that non-governmental organizations have come together in a coordinated, systematic and sustained way to monitor a humanitarian law or disarmament treaty, and to regularly document progress and problems. The Landmine Monitor system features a global research network and an annual report. On 17 November 2004, the ICBL launched the sixth annual report, the 1,300-page Landmine Monitor Report 2004: Toward a Mine-Free World.
THIS IS A NEW POSITION.
Position Summary:
Under the direction of the Editorial Board and working in close collaboration with the Editor-in-Chief, the Project Manager is responsible for providing overall leadership and management of the Landmine Monitor initiative. The Project Manager's primary responsibility is ensuring that editorial and policy decisions made by the Editorial Board are implemented effectively, including the regular publication and distribution of Landmine Monitor's annual reports and other research products. The Project Manager facilitates communication among all the organizations and individuals participating in the initiative, including the research network, Editorial Team of thematic coordinators and experts/writers, and the Editorial Board. The Project Manager has primary responsibility for financial management, fundraising, human resources management and general administration.
Requirements:
The Project Manager must have excellent organizational and communications skills. The proven ability to meet deadlines is essential. The Project Manager should also have strong writing skills. English-language skills are essential, other language skills are desirable. Knowledge of the landmine issue is necessary; prior experience with the ICBL and Landmine Monitor is desirable.
Major Responsibilities:
1. Coordination and Communication
- Oversee and coordinate recruitment of the Global Research Network and expert/writers group
- Oversee and coordinate regular communication relating to the Landmine Monitor throughout the research network, both internally and externally, and to the ICBL coalition and ban movement in general more broadly
- Ensure that decisions taken by of Editorial Board are communicated and implemented
- Provide leadership and supervision to the research network and the Editorial Team of thematic coordinators and experts/writers.
- Serve as a spokesperson for Landmine Monitor and represent Landmine Monitor in relevant fora
- Develop, implement and coordinate Landmine Monitor's media strategies
- Ensure issues of concern are addressed by the Editorial Board
- Draft and distribute meeting agendas and ensure that minutes or notes summarizing decision-making are produced and distributed
- Be the "communication link" between the research network, Editorial Team and Editorial Board on matters related to process and administration
- Ensure proper management of interns and volunteers
- Oversee the Landmine Monitor section of the ICBL website
2. Research, Writing and Editing
- Identify research and writing gaps, and find solutions
- Identify and address capacity building needs of the research network
- Participate in the substantive preparation of the annual report and other research products, including by providing additional research, writing and editing where necessary
3. Production and Dissemination
·Develop and ensure that a production schedule for the annual report is met
·Ensure the on-time publication and dissemination of the annual report and other research products
·Identify and coordinate production elements for the annual report and other research products, including design, illustration, maps, printing, shipping, translation, and CD Rom production
4. Finance and Administration
- Draft funding proposals and annual budget, and finalize with input from with the Editorial Board
- Distribute Landmine Monitor funding proposals, in coordination with the Editorial Board and ICBL staff
- Follow-up with potential donors to ensure budget target is reached
- Provide regular fundraising updates to the Editorial Board, and to others as needed/requested
- Maintain expenditure system in coordination with Accountant
- Draft reports to donors, both narrative and financial, and finalize with input from with the Editorial Board
- Distribute financial report to donors and ensure contribution agreement conditions are adhered to
- Coordinate and oversee audit processes as necessary
- Establish and coordinate systems for regular evaluation of Landmine Monitor's research and production process, and final products
- Establish and implement administrative policies and procedures to ensure efficient, cost-effective operations
