Landmine Monitor 2005 Research Network: Call for Proposals

The Landmine Monitor is an unprecedented initiative by the International Campaign to Ban Landmines (ICBL) to monitor implementation of and compliance with the 1997 Mine Ban Treaty, and more generally to assess the efforts of the international community to resolve the landmines crisis. Six annual reports have been produced since 1999, by the global reporting network and proposals to meet our research needs are currently sought for the seventh report, Landmine Monitor Report 2005: Toward a Mine-Free World.

To prepare the 2004 report, Landmine Monitor had 110 researchers from 93 countries gathering information. Each annual report is largely based on in-country research, collected by in-country researchers. Landmine Monitor has utilized the ICBL campaigning network, but has also drawn in other elements of civil society to help monitor and report, including journalists, academics and research institutions. Landmine Monitor’s researchers come from all sorts of professions including lawyers, doctors, humanitarian aid workers, human rights activists, landmine survivors, deminers, graduate students, and they are all non-governmental (meaning not employed by a government agency).

Proposals from those new to the LM Research Network are welcome as are proposals from those who have been involved in previous reports. LM 2005 will be organized and coordinated along thematic lines not regional, as was the case in previous reports. We are, therefore, seeking proposals to research information and gather data in these key areas: ban policy; mine action; mine risk education; and victim assistance. Proposals should be based on your knowledge, experience and access to information and can be for one or more of these specific thematic areas or to prepare a complete country report.

In addition, the LM 2005 Report will not report in depth on every country of the world, but will focus largely on affected countries, producers and users. A provisional list of countries is attached with the final choice to be made in mid-February by the Editorial Board.

Before submitting a proposal, please refer to the country (or countries) report in LM 2004 http://www.icbl.org/lm/2004 to understand quality and depth of reporting expected.

II. Ability to Conduct Research

Will you conduct this research in an individual capacity or on behalf of your organization?

If as an individual, please:

  1. Attach your resume (CV) to the application form.
  2. Describe your ability including areas of expertise, experience and knowledge and availability for carrying out the Proposal.
  3. Indicate your computer and email access and Internet skills.
  4. Provide the name and contact details for your secondary researcher, who will complete the research if you are unable to do so.
  5. If English is not your first language, please indicate if you anticipate any problem in submitting your final draft and final report in English and, if necessary, include a request for translation funds in your budget.

If on behalf of an organization, please include a narrative describing its:

  1. Founding date, structure and participating organizations.
  2. Main goals and activities
  3. Work on landmines and relationship to the ICBL.
  4. Ability, availability and expertise to conduct the research.
  5. Computer availability and Internet access.
  6. The names and contact details of the primary researcher and the back-up, secondary researcher, which your organization will dedicate to conduct this research.

III. Research Proposal

This report will contain updated information only and not material contained in previous reports. Submit your research application accordingly.

  1. Name of Country or Countries for Research Project. Please indicate if you are proposing to cover all required areas or are focusing on one or more specific thematic areas in the country/countries.
  2. A timeline describing all stages of the project based on a three-month research schedule from March to May 2005. Indicate when key interviews will be conducted and, if necessary, when field research will be undertaken.
  3. A detailed narrative describing where and how you intend to conduct the research. Indicate in particular, how you intend to update the previous LM report.
  4. Please list your level of interest and knowledge/expertise (1=very, 4=least) in the following topics. Also please indicate if you are NOT able to provide the necessary research for any of these areas:
    1. Ban Policy, Production, Trade, Use, Stockpiling
    2. Mine Problem, Demining, Survey and Marking
    3. Mine Risk Education
    4. Landmine Casualties and Survivor Assistance

IV. Budget

Do you require a Funding Grant to conduct your research? Landmine Monitor funding grants are normally paid in installments and require reporting on the expenditure. If you require funding, please:

  1. Estimate how much is needed.
    The grants are usually either small (approx. $500 - $2000) or large (approx. $5000) for a country or a cluster of countries.
  2. Provide a budget describing what the funds are needed for.
    (The grant covers research costs such as data collection, analysis, writing, travel (not including to LM meetings) and researcher’s time. Where applicable the budget should cover translation, including of your final report, which must be submitted in English.)
  3. Name the person who will accept responsibility for reporting to the Landmine Monitor Project Manager on expenditure of the grant, once the project is completed.

If necessary, you may submit a separate request if you require resources or equipment such as a modem, computer or printer. This will be considered separately by the ICBL, as it is not directly related to your research.
