To solidify international support for a mine ban, the Government ofCanada hosted the "International Strategy Conference" in Ottawa,Canada from 3-5 October 1996. The conference brought together probangovernments, observer states, international organizations andNGOs. The ICBL was given a seat at the table as a full participant tothis meeting. The conference concluded with an announcement bythen Canadian Foreign Minister Lloyd Axworthy to participants to joinCanada in negotiating an international agreement prohibitingantipersonnel mines by December 1997. The report on activitiesdocuments all events and activities surrounding the meeting that setinto motion the Ottawa Process.
