Message to States not Party to the Mine Ban Treaty

(Thursday 20 November 2003 ) Encourage non-States Parties to take positive, interim steps that will help address the humanitarian consequences of landmines and show their willingness to uphold the international norm against antipersonnel mines.
Interim steps
- for mine-affected countries: helping to protect civilians by supporting mine action and providing comprehensive assistance to mine survivors and their communities;
- adopting a moratorium on antipersonnel mine production, export and use;
- voting for the annual UN General Assembly resolution on the Mine Ban Treaty (likely to be the end of November or early December 2003);
- attending the intersessional Standing Committee meetings and the Review Conference;
- providing information on mine stockpiles, mine action and victim assistance;
- submitting a voluntary Article 7 Report;
- beginning the destruction of antipersonnel mine stockpiles.
