ICBL IMPLEMENTATION OFFICER

Position title: Implementation Officer

Location: Geneva

Reports to: Treaty Implementation Director

Contract period: Annual, renewable

 

The International Campaign to Ban Landmines (ICBL) is currently looking for an Implementation Officer to strengthen its capacity to work on implementation of the Mine Ban Treaty (MBT), with a particular emphasis on victim assistance. Applications from mine/ERW survivors with knowledge of mine action are strongly encouraged.

In preparation for the Second Review Conference of the MBT, in late 2009, the Implementation Officer will assist the ICBL team, and particularly the Treaty Implementation Director and the Campaigning and Advocacy Officer, to engage with States Parties, as well as ICBL national campaigns, on the implementation of the MBT.

 

Tasks:

- Support the Treaty Implementation Director in developing ICBL goals, strategies and plans on Mine Ban Treaty implementation with a focus on victim assistance;

- Assist the Treaty Implementation Director in implementing ICBL goals, strategies and plans on Mine Ban Treaty implementation, with a particular emphasis on victim assistance;

- Support the Campaigning and Advocacy Officer in the development of goals, strategies, and plans for national campaigns on victim assistance, based on ICBL priorities on implementation;

- Work in coordination with the ICBL team to promote national ownership and good governance on mine action and victim assistance by affected states;

- Support Treaty Implementation Director with liaison with states, international organizations, NGOs and other stakeholders based in Geneva;

- In coordination with the Treaty Implementation Director, liaise with members of the Working Group on Victim Assistance for input on statements, policies, and WG materials;

- Represent ICBL in relevant meetings as needed, particularly on VA; and

- Help to ensure the inclusion of mine victims in ICBL advocacy and in international fora

Requirements:

- Three to five years of professional work experience;

- Experience in mine affected communities, preferably as a victim assistance practitioner;

- Good knowledge of mine action, the Mine Ban Treaty and Convention on the Rights of Persons with Disabilities;

- National and/or international advocacy and campaigning experience; especially in the context of the Mine Ban Treaty;

- Fluent written and spoken English;

- Strong public speaking skills;

- The ability to work independently and jointly as part of an internationally-based team working in a dynamic and fast-paced environment;

- Creative, flexible and very adaptable;
