In an effort to target southern Africa as a regional 'mine-free' zoneand to encourage campaign participation by countries in Africa, themost heavily-mined continent in the world, the International Campaignto Ban Landmines (ICBL) organized the "Fourth International NGOConference on Landmines: Towards a Mine Free Southern Africa" inMaputo, Mozambique from 25-28 February 1997. Holding theconference in Mozambique allowed the ICBL to help strengthennational campaigns in the region and led to the creation of four newcampaigns. The conference helped spur Mozambique and South Africato announce unilateral bans and helped consolidate African leadershipin the treaty negotiation process. This Delegate Pack was prepared foreach conference participant and includes fact sheets, survivor stories,a list of resources and the final declaration.
