Landmine Monitor Report 2003

Landmine Monitor is an unprecedented initiative by the International Campaign to Ban Landmines (ICBL) to monitor implementation of and compliance with the 1997 Mine Ban Treaty, and more generally to assess the efforts of the international community to resolve the landmines crisis. Its main elements are a global reporting network, a central database, and an annual report. Four annual reports have been produced to date (1999, 2000, 2001, and 2002) by the global reporting network and researchers are currently sought for the fourth report, Landmine Monitor Report 2003: Toward a Mine-Free World.

To prepare the last report, Landmine Monitor had 115 researchers from 90 countries gathering information. The report is largely based on in-country research, collected by in-country researchers. Landmine Monitor has utilized the ICBL campaigning network, but has also drawn in other elements of civil society to help monitor and report, including journalists, academics and research institutions. Landmine Monitors researchers come from all sorts of professions including lawyers, doctors, humanitarian aid workers, human rights activists, landmine survivors, deminers, graduate students, and they are all non-governmental (meaning not employed by a government agency).

  • 13 September 2002 is the deadline for submission of LM 2003 applications. Research applications will still be accepted after this deadline, but you may not receive a response as quickly.

II. Ability to Conduct Research

Will you conduct this research in an individual capacity or on behalf of your organization?

If as an individual, please:

  • Attach your resume (CV) to the application form.
  • Describe your ability and availability for carrying out the Research Project.
  • Indicate your computer access and Internet skills.
  • Provide the name and contact details for your secondary researcher, who will complete the research if you are unable to.
  • If English is not your first language, please indicate if you anticipate any problem in submitting your final draft and final report in English and, if necessary, include a request for translation funds in your budget.
  • Founding date, structure and participating organizations.
  • Main goals and activities
  • Work on landmines and relationship to the ICBL.
  • Ability, availability and expertise to conduct the research.
  • Computer availability and Internet access.
  • The names and contact details of the primary researcher and the back-up, secondary researcher, which your organization will dedicate to conduct this research.
III. Research Proposal

This report will contain updated information only and not material contained in previous reports. Submit your research application accordingly.

  • Name of Country or Countries for Research Project.
  • A timeline describing all stages of the project based on a production schedule from September 2002 to April 2003. Indicate when key interviews will be conducted and, if necessary, when field research will be undertaken.
  • A detailed narrative describing where and how you intend to conduct the research. Indicate in particular, how you intend to update the previous LM report.
IV. Budget

Do you require a Funding Grant to conduct your research? Landmine Monitor funding grants are paid in two installments and require reporting on the expenditure. If you require funding, please:

  • Estimate how much is needed.

(The grants are usually either small (approx. $500 - $2000) or large (approx. $5000) for a country or a cluster of countries.)

  • Provide a budget describing what the funds are needed for.

(The grant covers research costs such as data collection, analysis, writing, travel (not including to LM meetings) and researchers time. They cover translation, including of your final report, which must be submitted in English.)

  • Name the person who will accept responsibility for reporting to the Landmine Monitor Coordinator on expenditure of the grant, once the project is completed.

If necessary, you may submit a separate request if you require resources or equipment such as a modem, computer or printer. This will be considered separately by the ICBL, as it is not directly related to your research.
