RE: ICBL Post-2004 Questionnaire
Greetings all. As you know, as indicated in the minutes from the 8 February 03 Coordinating Committee (CC) Meeting (circulated 1 April), the CC agreed that it needed to take responsibility for establishing a consultation process for determining what the campaign needs be after the 04 Review Conference. As you recall, for 3 years now we have been talking about ICBL post 04 - beginning with our 2004 Action Plan discussions, in preparation for our March 2001 General Meeting in Washington DC. Now, as the 2004 Review Conference approaches, and in preparation for our September 2003 General Meeting, it is time to focus our deliberations on the post 04 period. Information on the upcoming ICBL General Meeting, to be held in Bangkok 20-21 September, following the Fifth Meeting of States Parties, will be sent shortly. In preparation for this, as indicated in those CC meeting minutes, a subcommittee for post 2004 planning was formed including HRW, NPA, HI, KCAL, LSN, Jody and myself. The process includes:
- drafting a questionnaire
- consulting with researchers and campaigners, present in Rome, in their personal capacity, in person
- circulating the questionnaire via email
- posting the questionnaire on the website
- creation of a discussion forum on the website
- consulting with staff, CC members, campaigners, government and IO partners in person in Geneva during the SCs in May
Thus far the following questionnaire has been developed, and I spoke with researchers/campaigners present in Rome, based on these questions. Mary Wareham is conducting a similar process examining the future of the Landmine Monitor initiative after the 2004 Review Conference, and also spoke with researchers in Rome, and is consulting with others in the next few months.
The CC will review feedback received to date and finalize the process at its next meeting May 17. A summary and recommendations, based on the feedback received, for developing a plan for ICBL goals and activities post-2004 will be circulated prior to the September General Meeting in Bangkok.
Your input is essential to make this review process effective. Please review the questions, answer them, and provide any other thoughts you have. If you already spoke to me in Rome and wish to add anything else, send it in. Please discuss them with your campaign/organization colleagues. In addition to receiving feedback on behalf of your campaign/organization, we welcome feedback from individuals in your personal capacity, just please note on your response if you are responding on behalf of your organization/campaign or just for yourself.
