Action points
Your government can help promote the Mine Ban Treaty by:
- holding bilateral dialogue with a State not Party (e.g. a neighbour)
- putting the issue on the agenda of a regional and multilateral forum meeting in which State not Party will participate;
- engaging in military-to-military dialogue with a non State Party (particularly if they share a similar or close geo-political situation);
- supporting activities aimed at raising the awareness about landmine in the Non State Party;
- participating in the Universalisation Contact Group (a group chaired by Canada which usually meets in the margin of the Standing Committees and Meeting of States Parties).
Target countries
Dialogue with the following countries is particularly encouraged. For many reasons we believe these target countries may join the treaty by the Review Conference in 2004:

- Estonia
- Ethiopia
- Finland
- Haiti
- Papua New Guinea
- Indonesia
- Latvia
- Mongolia
- Palau
