Terms of Reference for Landmine Monitor Research Consultant

Context and essential aspects of the consultancy
The Research Consultant will be working as a contractor for the Policy Unit of Handicap International (Belgium), with Katleen Maes (Research Coordinator) as the reference person.
The first goal of the consultant, working as part of a team, is to support the research specialists in producing high quality reports on all aspects relating to the human impact of mines/ERW, including risk taking behavior, casualty data and survivor assistance. This would be achieved through cooperation with and coordination of an in-country research network, field research on specific countries if needed, writing of reports, and sub-editing as required in coordination with and in preparation for handover to the Research Coordinator.
Objectives to be fulfilled by Consultant
Research and Policy (100%)
Important responsibility 1: Research and report writing
- Conduct desk research on all aspects related to the impact of mines/ERW on (civilian) populations, leading to the publication and launch of at least one scheduled report (Landmine Monitor Report 2008), but possibly additional research reports.
- Assist in analyzing research results and make them accessible for readers
- Compile information from field research, in-country information providers and other sources
- Write significant sections of reports, in coordination with Research Coordinator
- Cross-check other sections of reports
- Ensure the standard of the report in cooperation with the Policy Unit
- Provide assistance to policy work relevant to the mandate and work of HI and Landmine Monitor-based evaluative fact sheets
Important responsibility 2: liaison and report launch
- Establishing contacts and exchange information with HI and other organizations in the field, and at headquarters, in order to get the most accurate data
- Help organizing launch events, press releases, presentations
Important objective 3: Development of research tools
- Assist in the development of questionnaires and research guidelines in preparation of research publications
- Assist in the development of support tools
Important objective 4: Policy development
- Contribute to a selection of Landmine Monitor-based evaluative fact sheets in coordination with Policy Unit/reference person
- Provide input on ad-hoc policy issues relevant to the mandate and work of HI
- Suggest issues for ad hoc policy development
Other miscellaneous responsibilities
- Ensure that research materials are suited for lobbying purposes
- Together with HI sections and other civil society groups in key countries, disseminate systematic information on the human impact of mines/ERW.
- If needed, represent HI at national or international meetings
- Carrying out other tasks as necessary
Requested profile
Candidates must be creative, self-motivated, well organized, and able to function under pressure and handle numerous tasks simultaneously. The candidate must be willing to take initiative, work with minimum supervision, and work independently as well as function as a member of a team. The candidate must be willing to travel.
Other desired attributes include:
- University degree in development, social science or public health
- Very good knowledge of oral and written English as well as French and/or Spanish is a necessity
- Knowledge of other languages is appreciated
- Very good research skills
- Good communications skills
- Professional experience in mine action and field experience are assets
- Knowledge of francophone/lusophone Africa or Latin America is an asset
- Interest in or knowledge of disability and human rights issues is recommended
- Diplomacy and flexibility
- Capacity to work in a highly intercultural environment
- Capable of sticking to tight deadlines
