Fourth General Meeting of the ICBL

The Fourth General Meeting of the International Campaign to Ban
Landmines (ICBL) was held in Bangkok, Thailand from 20-21
September 2003, following the Fifth Meeting of States Parties. This
report includes Working Group activity reports, campaign success
stories and thematic and regional discussion reports. One of the key
results of the Fourth General Meeting (GM) was the adoption of the
Bangkok-Nairobi Action Plan, designed to guide ICBL activities in
preparation for the Nairobi Summit on a Mine-Free World, the First
Review Conference of the Mine Ban Treaty, in December 2004. The
GM adopted a proposal on ICBL Goals, Structure and Activities Post-
2004, a strategy to take the ICBL forward into the next phase in a
gradually more decentralized fashion, with national campaigns,
organizations and focal points playing an enhanced role.
