Negotiating to amend the Convention on Conventional Weapons (CCW) began in Vienna, Austria in 1995 and continued from 22 April - 3 May 1996 in Geneva, Switzerland. States Parties to CCW supported revisions to CCW Amended Protocol II, to regulate landmine use, a stance the International Campaign to Ban Landmines (ICBL) rejected as woefully inadequate and unlikely to make a significant difference in stemming the global landmines crisis. By the end of the meeting, a total of 41 governments had endorsed the ICBL call for a complete and immediate ban on antipersonnel mines, including several that met on the sidelines of the conference to chart a new path forward. The report on activities at this conference details how the ICBL mobilized civil society and government support and moved forward, beyond regulating landmines to banning them.
