To provide a structured and effective guide for the development of mine risk education, the United Nations (UN) developed "International Guidelines for Landmine and Unexploded Ordnance Awareness Education" in 1999. Before the development of these guidelines, there were no clearly prepared and coordinated set of rules for mine action and awareness programs. These guidelines address the following four steps of the program cycle: Feasibility Study, Needs Assessment, Program Planning and Monitoring and Evaluation.
