Following the implementation of mine action programs in Afghanistan, Angola, Cambodia and Mozambique, the United Nations Department of Humanitarian Affairs sponsored a "Study Report on the Development of Indigenous Mine Action Capacities" to identify the lessons learned from past UN-supported mine action programs. The report concludes that the humanitarian implications of landmines need to be re-defined to take account of the impact of landmines on communities and individual families and that there needs to be a coherent program that develops specific mine action skills and capabilities for effective national programs.
