The Bad Honnef Framework

The "Bad Honnef Framework," emanating from field-based
organizations, was designed to provide an integrated framework for
mine action and development in mine-affected communities. At a June
1997 meeting in Bad Honnef, Germany, participants drafted the Bad
Honnef Framework, which outlines a structure for comprehensive and
integrated mine action programs based on three central principles:
Participation, Coherence and Solidarity. It was one of the first calls for
integrating mine action into development and reconstruction plans and
programs.
