In September/October 1994, then-United Nations Secretary-General Boutros Boutros-Ghali wrote an article in the prominent scholarly journal, "Foreign Affairs," effectively endorsing the goal of a total ban on antipersonnel mines. This was the first time a high level official of the international community had written about landmines in a wellknown foreign affairs policy journal. In his article, Boutros-Ghali discusses the global humanitarian problem caused by the weapon and calls for a concerted international effort to eradicate it.
