After the Guns Fall Silent: The Enduring Legacy of Landmines

In 1995, the Vietnam Veterans of America Foundation (VVAF)
published detailed research into the landmine problem in the heavily
mined countries of Afghanistan, Angola, Bosnia and Herzegovina,
Cambodia, Croatia and Mozambique, drawing on interviews with
thousands of households. The report also contains information on the
landmine problem in six other countries. While VVAF sought to
measure the socio-economic impact of landmines, the report also
includes legal analysis, documenting how landmine use in these
countries contravenes two fundamental principles of international
humanitarian law (IHL) - proportionality and discrimination. This
report was instrumental in making the link between mine use and
violations of IHL.
