The International Campaign to Ban Landmines (ICBL) succeeded in urging France to call a Review Conference of the Convention on Conventional Weapons (CCW), the agreement that includes a protocol regulating anti-personnel landmine use. The ICBL used the Review Conference to promote its call for a total ban, engaging the public and government delegates. While the conference failed to reach consensus on banning landmines, civil society engagement in Vienna helped increase the number of pro-ban governments to 14. Participants agreed to re-convene in 1996 to continue negotiations.
