In an effort to target southern Africa as a regional 'mine-free' zone and to encourage campaign participation by countries in Africa, the most heavilymined continent in the world, the International Campaign to Ban Landmines (ICBL) organized the "Fourth International NGO Conference on Landmines: Towards a Mine Free Southern Africa" in Maputo, Mozambique from 25-28 February 1997. Holding the conference in Mozambique allowed the ICBL to help strengthen national campaigns in the region and led to the creation of four new campaigns. The conference helped spur Mozambique and South Africa to announce unilateral bans and helped consolidate African leadership in the treaty negotiation process. This Delegate Pack was prepared for each conference participant and includes fact sheets, survivor stories, a list of resources and the final declaration.
