To solidify international support for a mine ban, the Government of Canada hosted the "International Strategy Conference" in Ottawa, Canada from 3-5 October 1996. The conference brought together pro-ban governments, observer states, international organizations and NGOs. The ICBL was given a seat at the table as a full participant to this meeting. The conference concluded with an announcement by then Canadian Foreign Minister Lloyd Axworthy to participants to join Canada in negotiating an international agreement prohibiting antipersonnel mines by December 1997. The report on activities documents all events and activities surrounding the meeting that set into motion the Ottawa Process.
