Article 11 of the 1997 Mine Ban Convention stipulates that annual
meetings of states parties shall be convened by the United Nations
Secretary General until the first Review Conference of the Convention in
2004. The location of the annual meetings alternate between a mineaffected
country and the United Nations in Geneva, Switzerland. The
"First Meeting of States Parties to the 1997 Mine Ban Treaty" (FMSP)
was held in Maputo, Mozambique from 3-7 May 1999, attended by 108
governments. The International Campaign to Ban Landmines (ICBL)
participated in this meeting as an observer and held its own second
General Meeting (GM) directly afterwards from 8-9 May 1999. The FMSP
established the Intersessional Work Programme and adopted a format for
Article 7 transparency reporting. This report provides an overview and
assessment of the FMSP and includes all official meeting documents,
ICBL documents and components of campaign and participant kits. The
report also includes reports, action plans and the Final Statement from
the ICBL's second GM.
