Long concerned with the use of landmines, the International Committee of the Red Cross commissioned a report on the military use and effectiveness of antipersonnel mines in March 1996. This groundbreaking report was one of the first studies to question and contradict the military utility of this weapon and quickly became an indispensable tool for proponents of the antipersonnel mine ban. "Friend or Foe" examines the use and effectiveness of antipersonnel mines, concluding that the limited military utility of landmines is far outweighed by their grave humanitarian consequences.
