This 2004 publication presents an independent interpretation of the Convention's provisions, article by article, as well as a description of the development and use of anti-personnel mines, an assessment of their military utility and a review of the legal antecedents to the Convention and the unusual negotiating process that resulted in its adoption. It also includes an extensive bibliography and appendices. The Commentary was written by Stuart Maslen, who drew on interviews and meetings with diplomats and others who drafted the treaty and participated in the negotiations.
