Since both state and non-state actors (NSAs) use landmines, this
booklet, produced by the Philippine Campaign to Ban Landmines
(PCBL), stresses the importance of obtaining mine ban commitments
from NSAs in order to truly universalize the global norm against mine
use. It includes academic papers and examples of how the PCBL has
engaged NSAs domestically.
