Geneva Call sent a small international mission to meet the Moro Islamic Liberation Front (MILF) in Central Mindanao and in Manila, Philippines from 7 - 8 April 2002. The mission successfully demonstrated, for the first time at an international level, that nonstate actors (NSAs) could be engaged in an alternative mechanism for a mine ban. Although it is difficult to verify compliance to the Deed of Commitment, the mission showed that there is a different and noncoercive way to deal with NSAs.
