Five countries joined the MBT since the 6MSP: Ukraine (December 2005); Haiti (February 2006); Cook Islands (March 2006); Brunei (April 2006) and Indonesia (February 2007). Note that all these were signatories. No non-signatory has joined the MBT in the past year.
- UN GENERAL ASSEMBLY RESOLUTIONS ON UNIVERSALIZATION OF THE MBT
- On 6 December 2006, 18 States not parties voted in favour of resolution 61/84 calling for universalization of the MBT. The resolution was adopted by a vote of 161 in favour, none against and 17 abstentions. Fourteen states were absent from the vote. Three of the States not parties that had voted in favour in 2005 (Brunei, Haiti and Ukraine) have since become States Parties. Palau, which had abstained in the previous two years, voted in favour. The 18 States not Parties that voted in favour are: Armenia, Azerbaijan, Bahrain, Bhutan, China, Finland, Georgia, Iraq, Kuwait, Micronesia, Mongolia, Morocco, Oman, Palau, Singapore, Sri Lanka, Tonga, and United Arab Emirates. Nepal and Somalia had voted in favour in 2005 but were absent from the vote in 2006. Other absent states were: Kazakhstan, North Korea, Laos, Saudi Arabia and Tuvalu. The rest abstained.
- On 8 December 2005, 24 States not parties had voted in favour of resolution 60/80 calling for universalization of the MBT, including Azerbaijan and China, who did so for the first time. The resolution was adopted by a vote of 158 in favour, none against and 17 abstentions. The 24 States not Parties that voted in favour are: Armenia, Azerbaijan, Bahrain, Brunei (ratified in April 2006), China, Finland, Georgia, Haiti (ratified in February 2006), Indonesia, Iraq, Kuwait, Marshall Islands, Micronesia, Morocco, Nepal, Oman, Poland (a signatory), Singapore, Somalia, Sri Lanka, Tonga, Tuvalu, Ukraine(ratified in December 2005), United Arab Emirates. Lebanon voted in favour for the first time in the First Committee but was absent from the final vote.
A number of States not parties have submitted voluntary transparency reports such as those required of States Parties under art. 7. These include: Cameroon (2001); Gambia (2002); Lithuania (2002); Latvia (2003, 2004, 2005) - which have since joined the treaty— as well as current signatory Poland (since 2003) and State not Parties Sri Lanka (2005) and Morocco (2006). States not Parties that have recently declared their intention to submit a voluntary transparency report include Armenia, Azerbaijan, China and Mongolia.
