People

It is my strong belief that mines, which may be exploded by the presence or proximity of a person, are morally unacceptable. I fully support the convention on the prohibition of the use, stockpiling, transfer and production on anti-personnel mines and on their destruction.

Through their signature, governments promise to officially adopt and ratify the Ottawa Treaty and to comply with all of its terms. These include support for global demining work and assistance for mine victims. Through my signature on the People's treaty, I commit to working to ensure that governments keep these promises.

Isn't it sad that many hypocritical governments still preach human rights, and yet refuse to sign the mine ban treaty? Anti-personel mines aren't designed to kill - they're designed to maim and cripple. They are designed to lower the moral of the &quot;enemy&quot; - it's not military strength that decides who wins or loses a war - it's how long the civilian population is prepared to put up with the death, destruction, blood and tears. And when a war is over - who suffers? The same civilians who suffered during the war, but most especially the children. It makes no difference which &quot;side&quot; a child is on. They're not on any side. Israeli Children suffer...Palestinian Children suffer. Indian Children suffer ... Kashmiri children suffer. Why? Why do the children always have to be the victims of war? Land mines are a horrible and in-humane weapon. They are meant to kill enemy soldiers, but 9 times out of 10 they kill helpless civilians. Quite often children, that weren't even born when they were laid. This is WRONG!!!!!! We should all work hard towards a world without war. Land mines, are only a small part of the whole scheme. A small, but very, very painful, and sometimes deadly part.

I support the landmine ban treaty and want the United States Government to adopt the ban treaty, also. One-third of the 58,000 American personnel killed in the war in Viet Nam died because of mines; most of those were American made and laid. The only justice we can provide for these and all landmine victims is to adhere to the landmine ban treaty.

I only recently became more fully informed about this issue through a graduate course in public health. This is a global health issue, as well as a human rights or war crimes issue. I have a nephew who is currently serving in the US Army, and even if he were serving in a combat zone, I would not condone the use of landmines that could indiscrimately maim or kill innocent civilians for the presumed protection of my nephew. Their lives are just as valuable as his. I believe the military already has (or could easily develop) more effective and humane technology to protect its troops.

As Co-chair of a Rotary Sponsored Land Mine Handicap program in Nicaragua. I find that the United Nations, through their contract with an NGO organization, Ronco, is doing a magnificent job in identifying and securing minefields and working with the Nicaraguan Military to demine them. Results: Civilian casualties are approaching zero!<br>What we are addressing is caring for the needs of the former combatants and the civilian victims that survive. What a waste of human and material resources when we could and hopefully in the future turn those resources into Nation Building. Land Mines are a scourge and should be banned by all nations.

With a government that is so concerned with ridding Canada and the world of human suffering, it is ridiculous that more isn't being done to prevent and clean up after the usage of land mines.
