Stockpiles

Under Article 4 of the Mine Ban Treaty all States Parties are obligated to destroy their stockpile, and all antipersonnel landmines under their jurisdiction or control, within four years of entry into force. The ICBL believes stockpile destruction is critical, and States Parties should place a high priority on this pillar of mine action. It is, indeed preventive mine action as each stockpiled mine destroyed will never find its way into a field or farm, will never harm or kill. It is also important that stockpile destruction be transparent and witnessed by civil society, the media, government representatives and members of the diplomatic community. It can be a confidence-building measure as well, to invite neighboring countries to view this once-stockpiled weapon go up in smoke, deliberately.
