Much can be said about using the tools for searching properly, but remember that you almost always can:

• Start with a wide search and then refine/narrow if you get too many results
• Use quotes to say that you want the phrase to appear, eg "landmine victim" means that the two words appear in that order in the resulting documents
• Specify as many keywords as you wish, combined with phrases this can be powerful - eg saying
  "landmine victim" afghanistan
  Would give you documents with that phrase and word appearing
• Ask for Advanced Searches / More options where the additional features are explained

To find local information you should always try to find national or regional search tools. Organisations/Companies working eg. only in Norway will be much more likely to have registered with the scandinavian Kvasir directory rather than Yahoo!.
